They were doing it again. Lovino was scowling as he stood outside the Governmental District, at the bulletin board set up that is covered with people with bounties on their heads for going against the corrupt laws of the Government, or corrupt in Lovino's opinion. The Italian was for once simply wearing snug jeans and a short-sleeved burnt-orange silk button-up, and a pair of matching polarized sunglasses. Despite the sleek frames hiding glaring emerald green eyes, it was obvious that the dark-skinned Italian was enraged, though exactly what was bothering him wasn't obvious. There were a few other people loitering about and he turned to one, a girl barely in her early twenties and looking horrified at the newest face on the bulletin board. "Can you fucking believe this?!" He growled, looking genuinely upset by this. "He's a fucking doctor, he just works to take care of people!! Just because he couldn't pay their fucking taxes on his medications... It's fucking inhumane! Taxes are enough as it is without having to triple their costs for medicine!!"

The girl seemed to disagree, shaking her head slightly and backing away from the irate brunette. Only mumbling something about the Government doing what they had to do to upkeep the laws in place, she turned on one heel and raced away. Lovino sent a disgusted look her way before turning back to the board, lifting a hand to tap the wanted poster. "I have a meeting with him in a few weeks, have to make sure I get those antibiotics during the next job. There should be a delivery coming from the District from the southern entrance...I should scope it out, see if I can get in or if I have to wait at the hospital..." He thought to himself, outwardly still grumbling about the Government and its ridiculous laws as he turned away as well and headed along the eastern wall towards the south end of the complex. Damn it all if the irate Italian didn't hate the Government.

It had just been another day to Arthur, walking back from the Unversity to the Government for some breifing, when he had heard some anger. He had to turn and investigate and see what had made this man so mad, maybe it was curiousity or that he suspected something up. He stood at a distance as he heard the other yelling. At first it seemed harmless until he seen what the other was yelling at. He was yelling about what it seemed a doctor that had a bounty on his head for taxes or at least that was what Arthur was hearing from his distance.

Now the other's conversation turned to the worse as he heard bad talking about the Government's work. Now that raised his suspicion even more and he put his hand to the side of his head as the other went quiet, "what else does this little wanker have to hide", he thought.
Concenrating he hear bits and pieces of his mind. Special Delivery. Southern Entrance. Antibotics. Next Job. All words that perked up Arthur's suspicion and he looked at the other. Watching him leave before he, himself, continued to follow him, see where he was going and to stop this "next job".

With a quiet huff Lovino shoved his sunglasses a bit further up his nose so that they sat more comfortably on his face and better hid his glowing electric-green eyes. He was focusing on his touch right now, walking along the tall, steel wall separating the 'top-secret' Government District and running his fingers against the smooth surface. He was feeling for any sort of secret entrances or even just breaks in the steel that might be vulnerable, easy to either cut through or climb over. Because he was focused so hard on enhancing his sense of touch, his other senses were barely registering, like his head was covered in a giant wad of wool muffling him from the rest of the world. The only thing keeping the Italian stepping confidently was the feeling of the wall under his fingers.

"No lines or grooves yet, so if there was a hidden entrance I haven't found it yet... Best to check the whole perimeter, always good to have an escape route the newer members don't even know about." With that the ultra-sensitive feeling tingling under richly tanned skin began to fade as Lovino pulled on the reigns of his power. He didn't want to stress his limits when all it would do was give him a migraine he couldn't deal with and a rash that would be hard to hide. When he could see relatively clearly again the Italian realized he was only a few meters from the end of the wall. Shaking his head and brushing chestnut strands of hair from harlequin eyes--which were visibly dimming down to mantis, Kelly green, and finally stopping at Chartreuse--Lovino again vanished around the corner of the building. "I wonder if the Resistance has any requests once this job's over...I need the money and they always pay well..."[/i] He wonders to himself. "I'll have to go ask once I get groceries..."[/i]

Arthur as keeping his mind in full contact with Lovinos, hearing all the bits and pieces of the other's mind. Each piece and bit making him smirk, he knew this one had a power but he wasn't quite sure what it was yet. But somehow, whatever it was, he couldn't hear Arthur behind him, even though Arthur was walking slowly and quietly. He laughed in his mind at the small pieces of information. It was like this man was just giving him a reason to arrest him for treason.

Hidden Entrances, Escape Routes and New Members.

He felt a headache come on from all the power he was pushing on his mind but he forced his telepathy to stay on this man just a bit more, he felt like this was getting somewhere. After awhile it finally did.

Resistance, Request Jobs, Money, Resistance.....Resistance.

Resistance was the one word that kept repeating after he heard it, echoing in his mind and how he had this little punk right where he wanted him. He narrowed his eyes at the other before releasing his mind, giving it a break before getting closer to the other.

"Excuse me,"Arthur asked him kindly, just acting like a normal Unversity Professor that had lost something or was lost. Not the agent that he truly was.

With a quiet hum, Lovino continued his way around the Government District, hand still in contact with the smooth, cold wall of its border, but no longer was he focusing simply on his touch. When he'd first released his power on his skin, the dark-skinned Italian had heard soft footfalls treading softly behind him, instantly raising his hackles. But it wasn't safe to start running, that would be suspicious in any situation, and this close to the Governmental District... Adrenaline began to buzz through veins like angry bees and his heart began to pound frantically in his chest. Subconsciously Lovino began to direct power to his ears, focusing on the quiet steps until that was all he could hear, even over the thundering of his heart because being followed was not good in any situation, let alone when you were in front of the headquarters of the officials who had at least four different bounties for assortments of crimes you'd committed.

So when a soft voice registered in his ears, magnified at least fifty decibels louder than it actually was due to his power, chestnut strands of hair stood on end and the Italian nearly leaped out of his skin. There was a sharp pain in his ears and then an uncomfortable warmth that bubbled in his right ear canal. Lovino whirled around, one slim hand reaching up to his right ear as bottle-green eyes stared at the blonde man over burnt-orange sunglasses. "S-Si? The hell do you want?" He hissed, looking irritated and pained for a moment before the stabbing sensation in his ear turned only into an annoyingly strong discomfort. While waiting for a response the brunette pulled his hand from his ear, not realizing there was a thin trickle of blood oozing from his ear and down his neck.

Arthur had to hold back a smirk as he eyed the man before him, he looked over him, examning his features, to see if he matched any bounties he had on many other people. So far he seen no resemblances but he knew with a mind like this one's he would soon have one.

"May I ask what you are doing here?,"Arthur asked the burnette before him. He could see the other's eyes but by how he spoke he seemed to have a bit of a scare."You know, its not smart to be wondering around the Government Headquarters this late at night, one maybe snatched up by one of the guards and sent to prison." Arthur laughed light heartily.

"Speaking of guards, it looks like you almost ran into one over there," Arthur said pointing past Lovino to a nearby standing guard, over by one of the many openings into the Government."Be glad I stopped you or-,"Arthur said before he seen the blood trail down the man's ear to his neck.

"You look like you need a medic, are you alright?,"Arthur asked the other in a fake slight worry. He would usually never talk this much to one person, he was quite the serious type.

"...The fuck makes what I'm doing any of your business?" The Italian was extremely irritated; the blonde standing in front of him looked like a damn schoolteacher and Lovino had no time or patience for high and mighty people who thought they were all that just because they could explain shit that most children had no reasonable use for in the future. "I'm supposed to be meeting someone here, since it's the halfway mark between where I work in the Entertainment District and the Housing District," he lied easily, taking another step or two back to put distance between him and the blonde. For some reason his balance was a bit off, but Lovino didn't put much thought into it. A sour expression twisted down into an even deeper frown than usual. "I wait here every Thursday for my friend so we can go to the Entertainment District for a few drinks, I haven't gotten into trouble with any of the guards yet. I'm not one of your damn students you can scare with tales over the stupid Government District; it's illegal to arrest someone without reason."

The question about his state of health was a bit random, and it turned the dark-complected Italian's angry scowl into an irritatedly confused expression. "I'm fuckin' fine, just leave me alone already, you nosy bastard. I have a friend t'meet." With that said, he turned around and began to walk away, hand against the wall to keep himself upright despite the slight swimming in his ears.

Arthur frowned slightly at the attitude this man was giving him, he at first thought he would the nice type but he guessed that being in the Resistance changed you to be a little annoying brat with no respect. Of course, it was his business seeing as his mind was filled to the brim with all the juicy little plans that little Resistance had. He was in charge of bringing that little squad down to bring a stop to them.

Arthur, of course, didn't believe a word of the Italian's story, yet again, he had another reason to arrest this man for treason and false intentions. But he wasn't going to let his identity slip that easyily, he would wait awhile.

Arthur's frown continued to go down into a scowl at the man's words and how rude he was being. Such disrespect, not setting a good example for his little Resistance. He grabbed his arm roughly, squeezing it almost, refusing to let go of it.

"Now, now not so fast, I am not quite finished with you,"Arthur hissed with malice,"And if you dont cooperate with me, I'll just release you over to those nice lads over there,'Arthur finished, his green eyes, looking into the Italian's.

It was an unexpected shock to feel a hand clamp around his upper arm in a vice grip, one that nearly made Lovino jump out of his skin as he was jerked to a stop. He had just turned around to yell at the damn teacher when bright green eyes seemed to glare into his own and a voice rather different-sounding as a warning was hissed at him. Well, it was more of a threat, and this Italian did not take kindly to threats. Glad that his sunglasses were still keeping a mirrored barrier between his gaze and the blonde man's, Lovino decided to...play a little threatening game of his own.

Leaning closer as if he were going along with the idea, a tan hand slipped a thin leather cord from his wrist, each end tied off to a piece of carved wood, and then without warning looped it once, twice, and a third time around the pale neck before pulling it tight enough to cut off most air and make the teacher mute without inducing full suffocation. "Look, I don't know who the fuck you think you are," he began with the softest of voices, sounding deceptively calm as his arms were wrapped around the other as if in an embrace, grip tight on the garrote, "But I don't like threats, especially when I haven't done anything wrong. Now, I could kill you right now where we stand, in front of those guards behind me and not even be spotted. In fact," slim limps curved up in a feral smirk, exposing teeth and inducing thoughts of derangement in most people, "I could kill you right now and walk past those guards with your dead body and play it off as you simply being a drunk friend of mine without any problem at all. So why don't we just do this: You rethink your retarded decision to threaten me for no reason, apologize, and I'll just knock you unconscious instead of kill you~" By the end of his speech Lovino had tightened his grip until he had fully cut off the blonde's air, keeping an iron grip on the leather and steeling himself for any struggling. "Nod when you finally decide to accept my offer, but don't worry about taking too long, I have plenty of time~" He purred, still ignorant to the blood still trickling down his neck.

Tables officially turned.

Arthur didn't expect the sudden move for the garrote or the quick grip on his neck by the device, because he just had to take his mind out of the other's. He felt the air leave him as quickly as it came as he was held in a vice-like grip of the other. He growled as he tried to talk, to say something but the words were not coming out. He strained and struggled, not likely this complete vunderablity with the other.

He wished he could say something, tell him that of course he wasn't threatening for no reason, he has a plauseble reason. He had thoughts of treason. He had to think quickly, to figure out someway to get this Italian off of him, to have him release his neck before he fell into complete unconicous as the garrote slowly tightened around his neck.

He thought back his basic training, self-defense classes back at the Agent Academy. He thought to the part when another was holding someone in a simliar position, though a headlock. He knew he had to try to flip this man forward so that the cord can loosen and he could be free. He growled out and toke a breath before he tried the move, he moved his butt into the other and tried to use his back muscles to lift him and slam him forward.

With a smirk as the blonde continued to try struggling in his grasp, Lovino leaned in closer until his lips were next to the other's ear. "Mi dispiace, but you're really not my type," he cooed, mocking the teacher as his attempt to escape only seemed to press him close against the Italian. Lips curled into an even sharper smirk, but then twitched into an expression of irritation. When he'd leaned in, the side of his neck had brushed the blonde's and for some reason it felt...sticky.

"Che diavolo...?" Pulling back slightly, still keeping his grip unforgiving on the wooden handles as he pulled the cord tighter, all Lovino needed was one glimpse of blood on the other's neck before he was recoiling. The move back was a very obvious flinch away in fear, the garrote spinning off the teacher's pale neck fast enough to leave a thin series of rope burns. Lovino was already wrapping the thin device around his neck and clasping it together as a necklace, before the other could recover, but when he tried to turn and run off the entire world swam around him and he stumbled against the steel wall of the Government District only a few steps past. The brunette was panicking a bit, because now he could feel something in his ear and when his hand pulled away, blood stained his fingers. The sight of red, still warm blood smeared across his skin was more than enough to send the Italian on the fast-track to a panic attack.

Arthur clenched his teeth even more tightly as his attempt to flip the Italian on his back failed. He hissed at the other's comment, he didn't mean to have the move seem dirty. He moved his hand up and started to claw and scratch and tried to pull to other. All these attempts worked when he seen the Italian recoil and he felt something sticky and warm on his neck. He was breathing in rapid gasps once the air was rushed into his lungs as he glared at the man. He seen the other was about to run and he went for his pistol, he would just shoot out a kneecap or bust his foot, nothing too serious but enough to have the other in pain.

He aimed up until he seen the other stumbled and slide to the ground, he kept his gun in his hand before he walked over to the Italian.

"Aww...A little blood scaring the poor lad...Pathelic,"Arthur growled as he kicked the other. He showed no mercy to others that hurt him and disrespected him.

The words didn't register in Lovino's ears at all as he continued to stare at the blood on his hands. His right ear was ringing in a painfully high-pitched tone and it was all he could hear. Bile threatened to rise into his throat as the nausea from the loss of equilibrium paired with the sharp kick to his gut, but the brunette was able to keep his food in his stomach for the moment. "Oh Dio I'm bleeding blood blood blood I am bleeding~" He mumbled to himself, face pale and body shaking as the color seemed to drain from his surroundings until all that existed was the red of his fingers and the sharp scent of iron in the air. Tears were beading at the corners of his eyes, behind his sunglasses, and he looked positively terrified.

Arthur narrowed his eye more at the man, seeing how pathelic he was acting for one so keen on threatening him not too long ago. He when do and grabbed the other roughly, not caring if the other was freaking over blood or not, this man would have more to worry about soon enough. He toke out hand cuffs and binded his hands behind him. "By order of the Government, I put you under arrest for treason,"Arthur said to him matter-of- factly with no emotion in his voice about it.

He roughly pushed the man forward as they walked toward the Government building.

Allowing himself to be yanked to his feet, Lovino kept his gaze on his fingers, shaking. Blood, which meant something was injured, which meant something would hurt oh Dio almighty-- And suddenly the red was gone. Blinking in shock as his vision stopped tunneling, the Italian had just enough sense in him to hear the click of the handcuffs and the calm words. "...Self defense," He mumbled in response, still too shaken up to really fight back. Not to mention with his balance as screwed up as it was, he was concentrating mostly on staying upright than anything else. "You burst my eardrum, threatened me, were fucking reflexes." Assuming that the charge had to do with his attack upon the now-realized Government agent, the slim brunette allowed himself to be lead forward, into the Government District. But then he stumbled forward from the harsh shove, lost his balance and fell hard onto his side. "O-Owwww...T-The fuck part of burst e-eardrum didn't you understand?!" Lovino snapped weakly, face going pale as he tried not to throw up while his eye took in a world swimming around before his very eyes.
